   Indian Farm Reforms 2020 

On 27 September, The Parliament Of India passed three agricultural bills. The farm bill passed by voice vote in Rajya Sabha despite opposition MP’s asking for a division vote which the NDA clearly not in a position to win. So the way farm bills passed In Rajya Sabha Shows a decline in the culture of legislative scrutiny. In voice vote members orally communicate their agreement or disagreement with the proposed motion by responding to the chair’s question. When the motion is put for a vote the chair says, “Those in favor of the motion say ‘ AYE ‘ and those opposing it say ‘NO’. The chair then takes a call on which voice was the loudest and declares “the AYE’s have it” or the “NO’s have it” depending upon whose voice was louder.                                                               


I agree that voice vote has the obvious advantage that it is quick but I also trust that it has an equally obvious disadvantage it may be inaccurate, given that the chairman decides what the opinion of the house is based on which side is louder. A literal shouting match is not the ideal way to conduct any serious business or to pass any important bills.
